United States Department of Defense (DoD)
Challenge: At the turn of the century, the DoD embarked on a transformation of its business systems in an unprecedented manner. Billions of dollars were budgeted to modernize financial, logistics, operational and management technology systems throughout the entire DoD enterprise. Program Managers and contracting officials were well educated in procuring weapons systems but had little experience in acquiring and implementing commercial off the shelf ERP products.
Solution: The Enterprise Integration Toolkit was developed to serve as a roadmap and repository of project management tools to ensure DoD programs leverage best practices in their acquisition and implementation projects. The Toolkit is used extensively throughout the DoD and has been adopted by other State and federal governments, including the State of California, the Province of Alberta, Canada, and the Australian Navy.
Solution: The DoD Enterprise Software Initiative (ESI) team negotiated best practice contracts with key consulting firms, such as Accenture, BearingPoint, CSC, Deloitte and IBM. These agreements are used to streamline the acquisition and evaluation process to result in best practice contract terms and fixed price and performance based payment structures for the implementation of ERP and other commercial software products throughout the DoD.
Challenge: The DoD enacted a policy requiring all tangible assets valued at $5,000 and above to be marked with a unique identifier (UID). More than 60,000 suppliers and DoD personnel needed a method to understand and comply with this policy in a timely manner.
Solution: The UID Toolkit was developed to serve as a roadmap and repository of tools to help accelerate compliance with this very important DoD policy. The Toolkit is used extensively throughout the DoD and its supply chain and increased compliance significantly.
